INVITATION OF BIDS
Department of Energy, Government of Balochistan invites bids for Supply and Installation of following schemes.

Sealed bids are invited from Firms/Contractors registered in GST/NTN and in the field of specialization EE11 for the works with the Pakistan Engineering Council (PEC). A foreign bidder is entitled to bid only in a joint venture with a Pakistani Firm in accordance with the provision of PEC bye-laws. The Contractor (Service Provider) will be responsible for the supply/installation, operation and maintenance of the above mentioned schemes upto one year. 

A complete set of bidding document for the schemes may be purchased by an interested bidder/firm on submission of a written application to the office of the undersigned from the date of publication upto 16111 December 2014, during working hours, upon payment of a non-refundable tender fee of Rs. 2500/- (Rupees Two Thousand Five Hundred Only) deposited through green challan receipt in account No. CO3434, National Bank of Pakistan located within Balochistan Province. 

A pre bid meeting will be convened on 17:11 December, 2014 at 1200 hours in the office of the undersigned, if any bidder wantto attend he may attend. Bids complete in all respect, as per the instructions contained in the bidding document alongwith the bid security of 2% of the total bid price (for each scheme) in shape of demand draft, pay order or bank guarantee in favour of Director Electricity (South), Department of Energy, 

Government of Balochistan: must reach or deliver to the address given below at or before 1100 Hours on 22' December 2014. The bids for the scheme shall comprise the "Name of Scheme" in two separate sealed envelopes, one containing Technical Proposals (in duplicate) and other containing Financial Proposals. Envelops shall also be marked as "Technical Proposal" and "Financial Proposal" in bold and legible letters. Single stage two envelops procedure shall be followed for evaluation of bids. 

Technical Bids will be opened at 1200 hours on 22' December 2014, in the presence of bidders or their authorized representatives. Whosoever, choose to attend. Director Electricity (South), Department of Energy, Government of Balochistan reserves the right to reject all bids or proposals at any time prior to the acceptance of a bid or proposal, the reasons for which will only be communicated on request but will not be obligated to provide any justification.
