INVITATION TO BIDS
Department of Energy, Government of Balochistan, invites bids to provide solar energy services to Admin Block of Governor's Secretariat into Solar Energy Quetta, Balochistan. Sealed bids are invited from Firms / Consortium registered in appropriate Category (EE11) for the works with the Pakistan Engineering Council (PEC). The Contractor (Service Provider) will be responsible for the supply, installation, operation and maintenance of Solar Power System (SPS) for the warranty period of one year. A complete set of Bidding Documents may be purchased by an interested Bidder / Firm on submission of a written application to the office of the undersigned upto 17th December. 2013, during working hours, upon payment of a non-refundable tender fee of Rs. 2,000/- (Rupees two thousand only), deposited through green challan receipt in Account No. 003434, National Bank of Pakistan, located within Balochistan Province. Bids complete in all respects, as per instructions contained in the Bidding Documents, along with the Bid Security of 2% of the total bid price (Pay Order / Demand Draft / Bank Guarantee are acceptable) in favour of Director Electricity (North), Department of Energy, Government of Balochistan which must reach or be delivered to the address given below at or before 1300 hours, on 17th December 2013. A Bidder must clearly indicate the "name of scheme" and in two separate sealed envelopes; one containing Technical Proposals (in duplicate) and other containing Financial Proposal. Envelopes shall also be marked as "Technical Proposal" and "Financial Proposal" in bold and legible letters. Single-Stage —Two-Envelope procedure of PPRA Regulations shall be followed for evaluation and award of bids. Technical Bids will be opened at 1400 hours on the 23rd December, 2013 in the presence of bidders or their authorized representatives, whosoever choose to attend. Director Electricity (North), Department of Energy, Government of Balochistan, reserves the right to reject all bids or proposals at any time prior to the acceptance of a bid or proposal; the reasons for which will only be communicated on request, but will not be obligated to provide any justification.
