Legal Advisor (1 post) (Rs. 134475-12225-218420)  Degree in Law with emphasis on contract law, corporate law etc, from a reputed, NEC recognized national or International University. At least 10 years of successful and verifiable experience in a similar environment. Comfortable with drafting and  negotiating complex PPP / Concession agreements. Facilitate the Member (PPP) in all aspect of PPP Policy, Law & implementation.  Provide support to the PPP Steering Committee in legal aspects of PPP agenda.  Provide input on legal aspects regarding preparation of operating guidelines procedures and documents for PPP Projects. • • Provide legal support in capacity building of the PPP Nodes and other government agencies. • Provide technical as assistance on legal aspects to PPP Nodes. • Review PPP Project proposals submitted by line departments and local government from the legal view point. 2. Financial Advisor (1 post) (Rs. 134475-12225-218420) • Master degree preferably Ph.D in Economies / Finance / Social Sciences from a reputed NEC recognized national or international university. • At least. 10 years of successful and verifiable experience in a similar environment, • High quality knowledge and skills related to current economic iaues and systems. • Knowledge of project finance and management. • Must be comfortable with developing and analyzing complex financial models for infrastructure projects capable of sensitivity analysis. - • Must be able to carry out detailed economic cost benefit analysis of various PPP Projects and advise the Member (PPP) on economic viability of the projects. • Facilitate the Member (PPP) in vetting information dissemination by GoPb regarding PPP. • Provide support to the PPP Steering Comrnittee in terms of financial information and expertise required to review PPP Project Proposals. • Maintain close liaison with the Risk Management Unit and facilitate risk assessment for PPP Project Proposals. • Provide input on financial inforrnatior. regarding preparation of operating guidelines, procedures and documents for PPP Projects. • Advise the PPP Steering Committee on cross sector and sector-spedfic financial issues affecting PPP development. • Facilitate development of a PPP policy for Punjab and getting it notified/ approved by GoPb. • Provide periodic input regarding any new changes required in PPP Policy, especially with regard to financial issues. 3. Assistant Chief (Infrastructure) (1 post) (Public = Existing Salary + Pmjed Allowances as per Ruies) Private (84355-8150-118175) • Masters degree in Public Administration, Social Sciences, Business Administration or B. Engineering from a reputed, H. recognized national or International University. • At least 5 years of successful and verifiable ecperience in development / evaluation of project preferably related to infrastructure. • Familiarity with concepts of Public Private Partnership. • Must be able to analyze and solve complex problems. • Must be exposed to economic cost benefit analysis of infrastructure project • Assist the Chief (PPP Projects) in ftrIfilling his / her r.ponsibiliti. in infrastructure sectors such as power and roads. • Evaluate PPP Proposals related to infrastructure projects. • Collate and analyze best vactices in infrastructure related PPPs in the region and internationally for regular updating of PPP Policy and Strategy. • Provide technical back stopping and guidance to PPP nodes in infrastructure developments. • Monitor implementation of finalized PPP Projects. 4. Assistant Chief (Urban Services) (1 post) (Public = Existing Sala, + Project Allowances as per Rules)• (84355-8150-118175) • M.tec degree in Pubic Mministration, soda, . sdences, Business Administration, Town Planning or s- Engineering from a reputed, H. recognized national a. international university. • At least 5 years of succ.sfut and verifiable experience in development / evaluation of projects preferably related to urban sell/ie.. • Familiarity with concepts of Public Private Partnerships. • M. be able to analyze and solve complex problems. • Assist the Chief (PPP Projects) in fiilfilling his / her responsibiliti. in urban sent,. sectors SuCh aS water supply and sanitation Solid Waste management and transport. • Assist and guide PPP nodes in relevant agenci. in developing PPP P°rtt"° / P°tentiai PPP Project. • Monitor implementation of PPP projects and assist stakeholders in (,),v,a7°mengesing emerging issues and S. Office Secretary (1 Post) (Public = Existing Salary + Project Allowances as paneled) (300UU-1000-32000) - • At least 14 years of education from NEC recognized institution. • At least 5 years working experience in a reputable Pubic / Private sector organization. • Familiarity with basic computer programs e.g. Office. Email etc Computer literacy essential. • ProAde secretarial assistance to the officer. . • Maintain proper record of the documents. • Handling of day-to-day official documentations.
