PREQUALIFICATION OF CONSULTING FIRMS
In view of the fire incidents in high-rise buildings, there is an urgent need to revisit Fire Safety Measures for Implementation of latest techniques of Fire Safety at LDA Buildings. LDA Authorities intend to engage the services of the consulting firm forarrangements of Fire Safety Measures at various types of LDA buildings based on International best Practices like NFPA (National Fire Protection Association, USA), NSC (National Safety Council, USA), IFE (Institution of Fire Engineers), BSC (British Safety Council) etc. applicable in Punjab, Pakistan along with purview of Fire Safety Commission Punjab, Rescue-1122, Punjab Civil Defence and different building regulations/ by-laws, Fire SOPs. Major Areas of coverage are but not limited to make the fire safety measures including: Firefighting equipment/systems, smoke management, fire hydrants, hose reels, smoke detectors, alarm systems, means of escape from buildings; emergency exit stairs; evacuation routes provisions; occupancy limits for buildings; evacuation planning, instruction and practice; evacuation signs and diagrams; emergency fire response team structure; evacuation drill procedure, Mock Drills, Emergency / Disaster Management Program (EMP), development, training and implementation of TNA (Training Need Analysis),Obligations of emergency response team, occupiers, owner etc; mutual aid program; regular auditing procedure of fire response installations & practices etc. for different types of LDA buildings having different sizes, storeys, locations, activities etc. The detailed TOR's shall be issued to the shortlisted firms only. Firms having experience in developing Fire Safety SOPs, implementation of fire safety measures at different types of buildings, conducting safety audits, safety practices, working with Standards / Systems like IS014001, OHSAS18001, EMP, TNA, HSE, NFPA, SMS, EMS, EHS, EPC, NSC, IFE, BSC, EMP, TNA etc. will be preferred. The Consultancy firms interested in the assignment with experience of similar nature of assignments may apply for selection containing the following information/particulars duly supported with necessary documents. • Name of firm/address of the registered office with telephone/fax number and Email address including organization chart showing management structure. • Memorandum and Articles of Association of the firm. • Personnel details/bio-data of qualified professionals in each field on the pay roll of the firm or associated with the firm. • Detail of similar assignments carried out during the last 10 years and similar assignments in-hand duly supported with documentary evidence. • List and cost of projects being supervised indicating the name of client and scope of work. • An undertaking by the consulting firm to the effect that "Neither the firm/consultants nor its Directors/Stakeholders, as a whole or as a part, of the firm" have ever been black listedldefaulted by any government agency/department/organization and also that the information supplied by the consultantlfirm is correct. • Certificate/affidavit that the firm is not in litigation with any client. • Superfluouslirrelevant information shall lead to disqualification. • Any other information, firms like to provide. The Consultancy firms full filling the above requirements should send their profiles with above particulars/information to the undersigned by 08.03.2014.  LDA reserves the right to reject any or all the applications at any time prior to the acceptance on the basis of valid reasons and no claim whatsoever shall be entertained on this account.
