Sealed tenders on on Standard Bidding Documents are hereby invited from interested participants, reputed & experienced firms / contractors registered with the Pakistan Engineering Council under SPPRA Rules-2010, for the category reflected against the schemes as under:

TERMS & CONDITIONS:  01. Tender documents are available for sale during working hours at the office of the undersigned from the date of publication upto 12.03.2014,1:00 P.M. upon written request on letterhead with payment of cost of the tender documents in cash as mentioned against the Scheme (non-refundable). No tenders will be sold on the tender opening date. 02. The tenders in sealed cover superscripted with the name of work should be dropped in the tender box kept in the office of the undersigned by 2:00 P.M. on 13.03.2014 and opened by the Tender Opening Committee on the same day at 3:00 p.m. in the presence of those representatives, who wish to be present. Bid Security / Earnest Money @ 2% of the total value of offered bid in shape of call deposit / pay order of any scheduled bank in the name of Executive Engineer, Education Works Division-II, Karachi must be attached with the bid in sealed cover, otherwise the tenders will be rejected. The bidders must produce original PEC Registration for the year 2013, original CNIC, certificate of proprietorship / partnership deed at the time of opening of tenders. 03. In case of any reason the tenders are not responded on the above dates, the tenders will be issued upto 1:00 P.M. on 17.03.2014 and received on 18.03.2014 till 2:00 P.M. & will be opened on the same day at 3:00 P.M. 04. In case the date of opening is declared public holiday by the government, next official working day shall be deemed to be the date for submission and opening of tenders at the same time. 05. The total bid amount as well as the rates must be filled both in figures & in words and in case any correction is made by the contractor himself. then each correction must be initialled by the contractor. otherwise the tenders are liable to be summarily rejected. 06. Earnest Money / Bid Security of the bidders shall be retained till final decision on the tenders. 07. The eligibility criteria for the bidders shall be as under: i. Specialization of work in the concerned field and registration with PEC according to the value of tenders (in original). ii. Particulars of the Engineers and Technical staff working with the firm. iii. Documentary evidence regarding under-completion / completed works along with satisfactory completion certificate from the concerned department. iv. List of ongoing works with details and work orders. v. List of available machineries / equipments. vi. Bank Statements of last three years. vii. NTN Certificate from Income Tax Department with copy of CNIC. viii. Affidavit to the effect that the firm is not involved in any court case and that no work has been left by the firm incomplete. ix. Certificate from Registrar of Companies with Memorandum of Articles and Association in case the firm is a private limited company and Registered Partnership Deed in case the firm is run by the partners. 08. The bidder should have registration with PEC for electrical works also or otherwise they should make a consortium / joint venture with other contractors having required eligibility to carry out electric works. 09. The bidders are required to read the requirements and conditions of bidding documents carefully and submit their bids with all required information accompanied with the documents required under Clause-1/B-11. Non-responsive bids in terms of bidding documents are liable to be rejected. 10. If any fake documents are found then the tender is liable to be rejected / cancelled without any compensation and with penalty as per rules. 11. Canvassing in connection with tenders is strictly prohibited and tenders submitted by the contractors who are reported to be involved in canvassing will be liable for rejection. 12. Tender description and date of opening should be mentioned on the envelope. 13. Tenders received after specified time and date will not be considered. 14. Conditional tenders and those without earnest money shall not be entertained. 15. An affidavit to the effect that the firm / contractor is not blacklisted by any executing agency should be enclosed with the bid. 16. The Department may reject any or all the bids subject to the relevant provisions of SPPRA Rules-2010.
