Provincial Police Officer Khyber Pakhtunkhwa Peshawar Tender Notice

TENDER NOTICE
Police Department invites sealed tenders based on the Khyber Pakhtunkhwa Procurement Rules 2003 from eligible bidders/firms having previous experience as well as registered with income Tax and Sales Tax Departments, for the purchase of following items for the Police Telecommunications in the financial year 2013-2014, on the below mentioned terms and conditions. Tenders be addressed to the Addl: IGP/Headquarters, Govt: of the Khyber Pakhtunkhwa Police Department, Peshawar and would be opened on 291.13 January, 2014 at 11:00 hours, in the presence of purchase committee and intending bidders in Police Telecommunications Headquarters, Malik Saad Police Lines, Peshawar. The delivery period would be 30-days.

2. The offers shall be accepted only with original bidding documents. Photocopies will not be accepted. List of Tools for Motor Transport Workshop and spare parts required for APCs can be obtained from Telecommunication headquarters, Peshawar on any working day.
4. TERMS & CONDITIONS: I. Each bid shall comprise a single sealed package containing two separate envelopes as under: • Technical Proposal (details of specifications, make, country etc on the firm's letter head pad along with catalogue, bidding documents, earnest money for respective item). • Financial Proposal (Rate of respective item including all taxes / charges whatsoever as per following form on the firm's letter head pad along with 2% earnest money for each item. The envelopes should be marked in bold letters as "TECHNICAL PROPOSAL" and "FINANCIAL PROPOSAL" respectively with name of item. 25 Technical proposals will be opened on 29 January, 2014 at 11:00 hrs: while financial proposals shall remain (in sealed form) in the custody of the Police Department and would be opened after receipt of the technical report in the presence of bidders. The technically qualified lowest bid would be a accepted. The financial proposal of bid found technically un-acceptable shall be returned un-opened to the respective bidders. 3. The bidders shall submit earnest money with their financial proposals in the shape of pay order/bank draft of any scheduled bank in favour of the Provincial Police Officer, Govt of the Khyber Pakhtunkhwa, Police Department Peshawar. In case of non-acceptance of tenders, the earnest money will be refunded after finalization of the tender. 4. In case of acceptance of tenders, the bidders shall deposit a security @ 10 % of the total value of stores in the form of Deposit at Call in the name of Provincial Police Officer, Govt: of the Khyber Palchtunkhwas Police Department and sign the contract agreement with Police Department. Security shall be refunded on successful completion of the contract. 5. The manufactures must submit documentary evidence that the firm has capability/capacity to manufacture the items being tendered subject to registration as manufacturer with Sales Tax Department. The other firm authorized as stockiest/agent or dealer of a manufacturer must provide authorization certificate from the agents or dealers of a manufacturer that he undertakes to manufacture the said store on the firm's behalf 6. The bidders are required to specify make, brand, country of origin and furnish detailed descriptive literature/ catalogue etc, along with their offers for respective items. 7. The items shall be received in Telecomm: HQrs. Malik Saad Shaheed Police Lines, No other destination shall be acceptable. items shall be inspected physically. Items found not according to the standard specifications, will be rejected at the cost of contractor and may also result in forfeiture of security and black listing of the firm.
8. Rates quoted would be considered only if the same are in Pak Rupees and inclusive of all taxes/duties/charges and inclusive of packing/freight till delivery at Telecomm: HQrs, Malik Saad Shaheed Police Lines, stores and shall be valid up to 30.06.2014. 9. Supply shall be completed within 30-days from the date of supply order. 10. Quantities of the advertised items may be increased / decreased as per availability of funds.. 11. Conditional tender/application will not be entertained. 12. Sales Tax equal to 1/5 will be deducted at source according to SRO 660 (1) 2007 dated 30-07-2007. 13.
