PRE-QUALIFICATION NOTICE
Application for pre-qualification of Contractor/ Firm are invited from the firms/contractors who have enlisted/renewed with HUD & PHE Department for the year 2013-14 having excellent reputation in the construction of Sewerage/Drainage Project to undertake the project for Provision of Extension/Existing Sewrage/Draining Scheme Bhowana amounting to Rs. 50.00 District Chiniot. Each contractor/firm is required to submit the application along with the following information/documents for pre-qualification for the year 2013-14 upto 11-01-2014 at 3:00 PM in the office of the Executive Engineer Public Health Engineering Division Chiniot. 1. Name of firm/Contractors Partnership deed/articles of association in case of company/limited firm. Complete address and telephone No. of persons with power of attorney in favour of persons authorized by the firms/contractors. 2. Attested copies of enlistment/renewal for the year 2013-14 with HUD & PHE Department in category "A" (250 to 500 million) and registration of Pakistan Engineering Council for the year 2012 in specialized category CE-09 (Water Supply & Sewrage/Drainage Project). 3. i. Year of establishment of firm/company with proof. ii. No of similar nature works, cost of each work (equal or greater amount) scope of work with verification from concemed Executive Engineer. iii Name of Similar project already completed during last three years or presently in hand along with their magnitude and period of completion with a certificate from the client department. 4. Proof of financial standing duly supported with documentary proof/bank certificate. (Balance sheet duly certified by the concemed bank officer be provided) 5. Proof of registration with the Income Tax department along with a certificate for payment of taxes for last three years to date. 6. Particular of specified construction equipments available with the firm/contractors with verified owenership documents. Specially mentioned equipment with the applicant intends to deploy for the works. Application should also include the yearly increased in T&P in the last three years. 7. i. Permanent business management, financial management and technical staff. ii. List of Graduate Engineers, Sub Engineers, Surveyors and Draftsman on the roll of firm (with proof) along with their experience and standing with the company/firm and appointment letter. Proof of salary of technical/clerical staff. 8. i. The applicant must establish its financial soundness and a certificate from. Chartered Accounts firm are needed. Copy of up to date balance sheet should also be part of application. ii. Bank Certificate and bank statement clearly indicated financial strength of the firm/Contractors since last 3 years iii. Bank documents to establish financial bid capacity. 9. Details of any Arbitration/Litigation or similar proceeding against any Government or Semi Government Department, Showing extent and result. 10. List of equipment with its No./make/model/condition and location along with proof of its ownership. 11. Undertaking on judicial paper that the firm was never black listed by any of the Government or Semi Government organization. 12. The time limit of scheme will be 12 months which will not be extended. 13. The Firm/Contractor must have 3 years experience to execute the world Project of laying of underwater sewrage upto the minimum amount of Rs. 100.000 million. The copy of work order be attested/certified by the concerned Superintending Engineer. If the Contractor/Firms will not complete the work within stipulated period a 5% penalty/fine per day on remaining work will be imposed on him/them. 14. Weekly progress will be observed strictly & if progress will be not found according to the given schedule the work will be rescinded without giving any additional notice. 15. Incomplete applications shall not be considered. The undersigned reserve the right to reject any or all the applications without assigning any reason there off. RULES AND REGULATION. 16. Competent authority/ pre-qualification committee reserve the right to reject any application without assigning any reason. 17. Any concealment about the information / details mentioned above will result in disqualification of the firm. 18. No Judicial relief will be sought against be decision of the pre-qualification committee constituted by the competent authority and the decision of authority will be final and conclusive. 19. A certificate/undertaking is to be afforded by the intending applicants that they have read the pre-qualification notice and will abide by the terms and conditions incdicated in the notice with the same spirit as has been notified by the Department.
