PROCUREMENT OF CONSULTANCY SERVICES TO CONDUCT FEASIBILITY STUDY FOR LAHORE SUBURBAN RAILWAY PROJECT
Punjab Metrobus Authority (PMA) is a statutory body established by the Government of the Punjab for the purposes of planning, construction, operation and maintenance of mass transit systems in the major cities of the Punjab, Pakistan; for providing safe, efficient and comfortable urban transportation system. 2.. PMA intends to hire the services of Engineering Consulting Firm(s)to prepare feasibility study for the Lahore Suburban Railway project. The study aims to operate suburban railway on existing Pakistan Railway track. The railway track route between Shandara and Raiwind is 47 Km long with nine stations including the terminals. 3. Reputed Engineering consulting firms having expertise and experience in planning of mass transit systems/Railways are invited to submit their proposals. 4. Request for Proposal (RFP) document can be downloaded from the PPRA website (www.ppra.punjab.gov.pk) or PMA website (www.pma.punjab.gov.pk). 5. A pre-bid conference will take place on 16 December 2013 at 1100 hours at PMA office (address given below) for the prospective bidders. 6. Procurement will be carried out as per Punjab Procurement Regulatory Authority Rules. Competitive bidding will be conducted in accordance with the single stage: two envelope bidding process. 7. Proposals will be received during office hours at the PMA office not later than 23 December 2013 1100 Hours PKT. 8. All technical proposals will be opened publicly at PMA office on 23 December 2013 1130 Hours PKT in the presence of the bidders or their representatives who may choose to be present. 9. Financial proposals will be opened following technical proposals evaluation at PMA office on a date and time which will be conveyed in advance to bidders whose technical proposals are successful ! 10. PMA reserves the right to reject all proposals at any time prior to the ac,ceptance of a proposal 11.
