Government of Khyber Pakhtunkhwa Health Department Revitalization and Strengthening of the Health Services Delivery and Nutrition Services in Crises Affected Districts of Khyber Pakhtunkhwa Under Public Private Partnership (MDTF)
Invitation for Expressions of Interest (E0Is) for consultancy services
The Health Department Government of Khyber Pakhtunkhwa has ini-tiated a project to improve the health of the people of the crises affect-ed districts of the province through provision of quality health servic-es and promotion of healthy lifestyles in an equitable and sustainable inallner with the support of MDTE, being managed by the World Bank. Health Department intends to apply part of the gtant proceeds to con-tracts with NGOs .(Consultant) for the delivery of health services with the objective to improve the health and nutritional status of the people of the selected districts by reaching the poor, women and chil-dren and under-served population of the districts. The project entails: a. Increased utilivation and coverage of primary arid secondary health care services in the districts. K Adequately equipped arid functional health infrastructure. c. Improved supervision and timely utilization of allocated resources. d. Increased consumer satisfaction with publicly providing health services. District Toolbar has been selected, which would have services enhanced through performance-based partnership agreements (PPA s) with consultants. NGO hired will be expected to ensure: i. People with access to a defined basic package of health, nutrition, or reproductive health services. . Percentage of children with acute malnutrition providing adequate nutrition services. Births (deliveries) attended by skilled health personnel. iv. Contraceptive prevalence rate for modern methods. v. Community satisfaction with health care services delivery by public sector. The exhaustive list of key performance indicators with all relevant details Of targets and measuring the performance will be provided later once the NO0 is qualified. The consultants shall provide the following information: a) Experience in providing the same ot sindlar services (completed projects with brief information on date, duration, location, fund niount and donor) in P Alnitak or in countries at a similar level Of ocio-e c on omic development. b ) Experience in Public Private Partnership (PPP). et Date of establishment and official registration documentary with Government of Paldstan. d) .Experience, if any, of working with the department of health or any attached departMent(s) or district health deparirnerit(s) (date, duration and. location). e) Governance, organizational Structure, and description of availability of key Staff, and I) Recent annual financial audit report (to cover all the projects supported by different donors). The Consultant will be selected in accordance with the procedures set out in the World Banks Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011. The Expressions of Interest mast be presented in English. Expressions of Interest must be delivered with a cover sheet both by e-mail and in hard copies: The hard copies will consist of One original and five copies in sealed envelope (along with a soft copy in a CD ROM) and labeled.
