GOVERNMENT OF SINDH SPECIAL INITIATIVE DEPARTMENT INVITATION FOR EXPRESSION OF INTEREST MOP REGARDING FEASIBILITY STUDIES. DETAILED DESIGN, BIDDING DOCUMENTATION. CONSTRUCTION SUPERVISION AND OTHER RELATED WORKS FOR SPECIAL INITIATIVE PACKAGE FOR TOWNS OF DISTRICTS THATTA & SUMWAL PRE-QUALIFICATION NOTICE The Government of Sindh, Special Initiative Department have received funds for important towns of Thatta and Sujawal Districts for urgent improvement and development and therefore intends to procure consultancy services for preparing special development package. The Project Director, Special Packages for Districts Thatta and Sujawal invites technical & financial proposals under SPPRA Rules on One Stage-Two Envelop basis from consultancy firms of high repute and having good track record of working interior of Sindh. PROCUREMENT: A portion of the ADP allocation for the above project will be utilized to finance consultancy services. The Consultantis scope of work shall indicate but not limited to the following: i) Feasibility report ii) Water supply iii) Drainage iv) Roads v) Streets vi) Schools vii) Public buildings specially Health services viii) Solar lights ix) Other civic amenities x) Preparation of tender/bidding documents including detailed estimates. xi) Preparation /verification of bills by recording in measurement books. vii) Revised PC-I if needed viii) Detailed supervision Short listing of Consultants will be made on the basis of LCB (local competitive bidding) in accordance with guidelines for the employment of Consultants under Sindh Public Procurement Regulatory Authority (SPPRA). The interested firms should submit their E01 in English language along with relevant complete details of their pre-qualification and experience and must possess the following qualification. 1. Valid Pakistan Engineering Council (PEC) registration In Category C1 and above. 2. Valid PCATP registration 3. Valid NTN Certificate from Income Tax Authorities. 4. Average Annual Turnover of PKR 800 million of above S. Should be in consultancy business for last 5 years or more. 6. Should not have been blacklisted or engaged in any litigation on any project. 7. Should have completed at least five projects of similar nature (roads, infrastructure, buildings) in Pakistan each of the value at least of Rs. 500 million. 8. Should have completed at least two projects of similar nature in interior Sindh in the last five years. Interested firms may obtain the Request for Proposal (RFP) from the Office of the Project Director, Social Package for Districts Thatta and Sujawal located at Bungalow No. F-158/A-1, Block-5, KDA Scheme-5, Clifton, Karachi on payment of Rs. 3,0001- in shape of pay order non-refundable) from the office of the undersigned up to 12th March, 2014, during office hours and submit the complete pre-qualification documents on 13th March 2014 up to 1200 hrs. at the above address. The pre-qualification will be opened by the Procurement Committee in presence of intending bidders or their representatives. The Project Director reserves the right to reject any snail bids.
