PRE-QUALIFICATION OF CONTRACTORS (IMPROVEMENT OF MAJOR FISHERMEN'S SETTLEMENTS AND REHABILITATION OF DISASTER AFFECTED AREAS IN COASTAL AREAS OF THATTA & BADIN)
1 Sindh Coastal Development Authority has received funds from Sindh Province for the Project / Scheme cited above with Scope, Estimated Cost and duration of project as under:-(I) Scope: The Overall Scope of the project is to rehabilitate the disaster affected areas and to develop / improve the major fishermen settlements of coastal areas of Thatta & Badin Districts in partnership / collaboration with Government & Civil stakeholders. This includes to: • Improve available natural resources for providing livelihood opportunities to poor coastal people residing in disaster affected settlements. • Provide better infrastructure, public health, and civil facilities to coastal population. • Develop existing and new basic infrastructure facilities such as approach roads, water supply, small floating jetties etc., • Organize, mobilize and involve local communities so as to plan. develop and improve their available natural resources on sustainable basis. (ii) Estimated Cost: 652.534 Million (Civil Works & Fisheries Component). (iii) Project Period: 2012-13 to 2015-16. (iv) Pre-qualification of contractors will be done in two different categories and will be evaluated separately according to the evaluation criteria given below: (a) For construction of Jetties and related structures, (b) For construction of roads and water supply schemes. (2) Deadline of Submissions: Applications are invited from interested firms / contractors for pre-qualification. The application along with following documents must reach the address as mentioned herein below on or before 12:00 noon on 10th March, 2014 and the same will be opened at 1:00 pm on the same day. The prequalified contractors / firms will only be invited to bid. (3) Eligibility: (i) Valid Registration with Pakistan Engineering Council in relevant category and discipline; C-4 Category. (ii) Valid Registration with Sindh Board of Revenue. (iii) NTN Certificate. (4) Required Documents: It must include following details / documents:-(A) Profile of Firm / Contractor: (i) Name, address, telephone, fax numbers and e-mail address of the firm / individual; (ii) Ownership and Organizational Structure of the firm; (iii) Year of establishment; (B) Experience and past performance: (i) List of similar assignments with cost, undertaken in the last 10 years; (3 for each assignment) 15 Marks (Max) (ii) List of assignments executed in similar coastal geographical condition; (3 for each assignment) 15 Marks (Max) Performance certificates of assignments / projects completed are to be attached. (C) Key Personnel Qualification & Experience: Part (A) for Fisheries Sector (Jetties) is Academic Qualification: (i) Project Engineer = Bachelor of Engineering (Mechanical) (ii) Site Supervisor = Diploma / Certificate Course related to Jetties (iii) Engineer = Bachelor of Engineering (Civil) (Marks 05 for basic qualification, additional 3 for Master and 2 for Ph.D)

Brief CVs of three (3) key personnel be attached; Part (B) For Roads & Water Supply Schemes: i. Academic qualification: (i) Project Engineer = Bachelor of Engineering (Civil) (ii) Sub Engineer = Diploma in Associate Engineering (Civil) (iii) Surveyors = Diploma in Associate Engineering (Civil) (Marks 05 for basic qualification, additional 3 for additional qualification)

Brief CVs of three (3) key personnel be attached; (D) Equipment: Equipment Proposed for the Project Details of equipment, machineries and transport owned by the firm / contractor; if relevant equipment are owned by contractor (one complete set of equipment will carry 1 mark) 3 Marks

(ii) Details of equipment, machineries and transport to be hired / leased by the firm / contractor: (one complete set of equipment will carry 1 mark) 3 Marks (E) Financial (i) Documentary evidence of financial position, bank statement or audited accounts of the last 5 years (ii) Annual turnover of the last 5 years; with a minimum turnover of 50 million / year (50 Million) 10 Marks (iv) Income Tax Return for the last 5 years (F) Any other information (i) Details of disputes / litigation or arbitration with client(s). (ii) Affidavit that the firm has never been blacklisted. (iv) Any other document / information desired by the Procuring Agency. This information contains all the relevant documents required to be submitted along with the bid and the procedure to evaluate the bids. 5. Evaluation Marks: (i) Applications with required documents attached shall be evaluated on the score obtained. and the firm obtaining 70% shall be qualified. (ii) Applications of blacklisted firms shall not be considered. (iii) Procuring Agency shall disqualify the applicant, if at any stage finds that the information submitted for qualification was either significantly inaccurate or incomplete. 6.
