PRE-QUALIFICATION NOTICE
Punjab Government Servants Housing Foundation is desirous to construct Infrastructure Development Works for Sialkot Scheme. Applications for pre-qualification are invited from the Construction Firms/ Contractors for the works described below. The Construction Firms/ Contractors must be registered/ renewed with Pakistan Engineering Council (PEC) in the following specialization and category.

Estimated Cost: Rs. 665.00 Million The interested firms are required to submit their applications along with a copy of the following documents at below given address. Project Director PGSH Scheme, Sialkot, at Camp Office: Punjab Government Servants Housing Foundation, 9-A, Upper Mall Scheme, Lahore, through courier or personally latest by 05-03-2014. Delayed receipts shall not be accepted. 1. Number of Directors/ Partners/ Proprietors giving their names, qualification and experience, etc. 2. Registration Deeds, Partnership Deeds and Power of Attorney in case of firms. 3. Copy of enlistment/ renewal for the year 2014 with Pakistan Engineering Council (PEC). 4. Details of works executed by the Firm in the past 10 years along with colour photographs of the Projects indicating scope of works, estimate cost, completion cost and time taken for completion, duly certified by the concerned Officers/ Clients. Client's certificate for each job completed is essentially required. 5. List of similar projects handled during last three years giving their locations, approximate cost, time allowed/ taken, duly supported with a certificate from Clients Department. 6. Detail of works in hand indicating name of Client Department, Consultants, scope of works, approximate cost/ date of start and expected date of completion, cost of works completed/ payment received upto date by the Construction firm. 7. List of equipments with their No., make/ model, condition and location along with ownership proof. 8. Affidavit that contractor has neither been blacklisted by any Agency nor involved in any subversive activities. 9. Copy of latest registration/ renewal letter of Pakistan Engineering Council (PEC) in the relevant specialization and category (duly attested by 1st Class Gazzetted Officer). 10. Those firms who have applied for renewal 2014 and their cases are under process, may produce the same for provisional consideration. 11. List of complete permanent Business Management, Finance Management and Engineering/ Technical staff with their complete Bio-Data and proof of stay with the Firm. 12. Income Tax Registration and Clearance Certificate for the past three years and NIT number of the Construction Firms. 13. Financial Stability Certificate issued by the Scheduled Bank of good repute, financial credit line available with the Bank as per P&D Guideline and Financial Report duly audited for the last three (03) years. 14. Present workable and commitments as against the financial position of company/ construction firm to be furnished with the documentary evidence. 15. List of cases entered into Arbitration/ Litigation. If not involved then affidavit to the effect that the Firm/ Contractor was not involved in any Legation, nor contract was rescinded in the past. 16. List of works where penalty is involved, if any. 17. A pay order for Rs. 10,000I/- (Rupees 10,000 only) drawn on any Scheduled Bank in favour of Project Director, Punjab Government Servants Housing Scheme, Sialkot, as scrutiny fee (non-refundable). 18. Any additional information the Applicant Firm may like to furnish in support of its papers. 19. Pre-qualification Notice is also available on PPRA website: www.ppra.punjab.gov.pk. The pre-qualification applications shall be evaluated on the basis of Planning and Development (P&D) Department criteria for Pre-qualification. Any further information/ details in this regard can be obtained from the office of the undersigned on any working day during office hours, Only Pre-qualified firms will be invited for participating in bidding/ tendering process. In accordance with the PPRA Rule 35 of the Punjab Procurement Regulatory Authority (PPRA) Rules 2014 the client reserves the right to qualify or disqualify any or all applicants. The Construction Firms providing wrong information are liable to legal action and disqualification. NOTE: Those firms who have already applied for pre-qualification for the subject work in response to earlier publications may not to submit documents afresh, except a copy of registration in the required specialization and category with Pakistan Engineering Council (PEC).
