NOTICE FOR PRE-QUALIFICATION OF CONTRACTORS
Malir Development Authority invites applications for Pre-Qualification of Contractors the infrastructure development works of MDA schemes / projects within Notified controlled area of Malir Development Authority. 1. Malir Development Authority has approved the schemes and made provision funds in the budget Estimate for the fiscal year 2013-2014 for the captioned works, i) SCOPE OF WORK
Infrastructure development works like Roads, Bridges. Storm Water Drains, Culverts water supply. sewerage System, Building Works and Allied / relevant works in MDA schemes / projects in notified controlled area of Malir Development Authority 2. DEAD LINE FOR SUBMISSION
ii) ESTIMATED COST Provision of funds made funds in budget Estimate for 2013-2014 of MDA. iii) PROJECT PERIOD  Till completion of schemes / Projects.
Application are invited from interested firms I contractors / J.V Partners for pre-qualification. The application along with following documents must reach on the address mentioned here in below on or before 2:00 (PM) on dated 17-2-2014. 3. ELIGIBILITY
Valid registration with Pakistan Engineering Council in category C-5, C-4, 0-3, C-2, C-1. CB & CA with code specialization CE-01, CE-02, CE-04, CE-09. CE-10 Electrical / Mechanical. The firm may be single or joint Venture Pakistani Nationals. 4. Required documents must be enclosed in sealed envelopes bearing the name and address of the applicant which may be delivered by hand or through courier / Registered mail to mentioned address and clearly marked "Application for Pre--Qualification all documents shall be prepared in English language".
A) PROFILE OF FIRM / CONTRACTOR  i) Name, Address, Telephone Numbers. Fax Numbers and E-mail address of firm / individual. ii) Ownership and Organization structure of the firm iii) Year of establishment. B) EXPERIENCE AND POST PERFORMANCE. i) List of similar assignments with cost, under taken in the last 05 years. ii) List of assignment executed in similar geographical conditions during last 05 years performance certificate of assignments/projects of similar nature completed are to be attached. C) KEY PERSONNEL QUALIFICATION AND EXPERIENCE. i) Brief CV's of each key personal be attached D) Equipment. Equipment proposed for the project. 5. Evaluation / Qualification Criteria
i) Details of equipments, machineries and transport with the firm / hired / by the firm / contractor. E) Financial Standing i) Documentary evidence of financial position, bank statements and audited accounts by chartered accountants of last 03 Years. ii) Average annual turn over of the last 03 Years not less than 50 Millions iii) Income tax return for last 03 years. F) Any Other Information. 
i) Detail of Disputes / litigations or arbitration with client. ii) Affidavit that firm has never been black listed. iii) Any other documents / information desired by procuring agency.
(Criteria based on Marks / Score) Aggregate qualifying score is 60%, but it is mandatory to obtained 30% in each of the following sections. A) Company Profile
i) Period since firm / contractors is in construction business  10 Marks Up to 05 Years 02 Marks Up to 10 Years 05 Marks Above 10 Years 10 Marks (Attach valid PEC License for each years) ii) Office Facilities  05 Marks In Sindh Province 03 Marks In Any other province / Islamabad 01 Marks Outside Country 01 Marks
B) General Experience Record  35 Marks i) Project of similar nature and complexity 20 Marks Completed during last 05 years (04 Marks for each project) (Attached satisfactory completion certificate) 15 Marks ii) Projects of Similar nature and complexity in hand (05 Marks for each project having cost 25.0 Million or above). (Attached copies of work order)

6. Applications with required documents attached shall be evaluated on the basis of score obtained and firms I contractors 60% will be qualified. Application of black listed firm shall not be considered. Procuring agency shall disqualify the applicant if at any stage,/ time it found that the information submitted for pre-qualification was either significantly inaccurate or incomplete. Applicant will be informed in due course of time about the result of the evaluation of applications. Only the prequilified firms / contractors under the process will be invited to bid for the works / projects at a later stage.
