1. Pakistan Water and Power Development Authority, WAPDA (the "Employer") has received funds from the Governmental Pakistan in Pak Rupees towards the Cost of Construction of Diamer Basha Dam Project and it is intended that part of the proceeds of the funds will be applied to eligible payments for Composite Model Village-II near Chilas at Harpan Das, District Diamer, Gilgit-Baltistan under the Contract CMV-II-03A "Construction of Additional Public Buildings". Bidding is open to all eligible Bidders. 2. a) The Employer invites sealed bids from Firms/Joint Ventures as per Single Stage-Two Envelopes (SSTE) Bidding Procedure. The bidder should have a valid license/evidence of license from Pakistan Engineering Council at least "C-3" Category with field of specialization as CE-10. In addition, the bidder should be ..A" Class WAPDA approved contractor. In case of a Joint Venture, each partner must fulfill the above licensing requirements relevant to the value of %age share in the Joint Venture. Lead firm share should be more than 50% in the Joint Venture and number of Partners should not be more than three (3). b) Foreign firm(s) may participate in bidding by forming a Joint Venture with Pakistani firm(s) with a share not exceeding 70%. 3. The Works generally include but not limited to the following: • 1 No. Agri Service Centre Single Storey covered area 105 rre • 1 No. Fruit and Vegetable Market Single Storey covered area 2333 m2 • 1 No. High School Double Storey covered area 3440 n'e • 1 No. Motherca re Centre Single Storey covered area 540 rre 4. Bidders may obtain further information from, inspect at and acquire the Bidding Docurnents from the Office of the Employer, at the address given below. 5, A complete set of Bidding Documents may be purchased by an interested bidder on submission of a written application having valid license/evidence of license to the following office and upon payment of a Non-refundable fee of Rs. 5,000/-. If the bidder wants obtain the Documents through courier service, an additional amount of Rs. 1,000/- would be payable. The documents thus sent by courier service would be at the risk and cost of the bidder 6. All bids (Technical) must be accompanied by a Bid Security of Rs. 07 (Seven) million or an equivalent amount in a freely convertible currency in the form of a Call Deposit or a Bank Guarantee issued by a Scheduled Bank in Pakistan on bid security form provided in the bidding document or from a foreign bank duly counter guaranteed by a Scheduled Bank in Pakistan in favour of the Employer i.e. Chief Executive Officer, Diamer Basha Dam Organization, WAPDA, Lahore, valid for a period of 28 days beyond the Bid Validity date. The Bids must be delivered at WADPA Auditorium, WAPDA House, Lahore at or before 1100 Hrs. on 25th February, 2014. Bids will be opened at 1130 Hrs. on the same day, in the presence of bidder's representatives who choose to attend at WAPDA Auditorium, WAPDA House, Lahore. P. WAPDA reserves all the rights to accept or reject any or all bids as per PPRA rule 33(1).
