EXPRESSION OF INTEREST HIRING OF CONSULTANT Date: 16-01-2014 IN No: Admin YEDU/EsA/CON-PPP-NODE( LAWY 13-14 1. The Education & Literacy Department, Government of Sindh intends to implement Public Private Partnership Act, 2010 in Sindh Province. The main objective are as under: The Legal Advisor will work to provide support to the Public Private Partnership Node (PPP Node) of Education & Literacy Department in research, design and implement strategies for creating PPP project proposals following PPP Act, 2010 and other relevant laws, policies, rules and regulations. The firm will provide total legal support from designing to implementation of the PPP projects, etc. 2. The Education & Literacy Department invites Expression of Interest (E0I) from eligible Consultancy Firm for assisting Education and Literacy Department, Government of Sindh, in the implementation of "Public Private Partnership Act, 2010". The scope of work is: The Firm will assist PPP team, in accordance to existing laws, policies, rules and regulations, Lead the preparation of a Situation Analysis relevant to the provisions of the Act. The firm will provide legal input in the entire procurement process including drafting of bidding documents, evaluation reports, crystallizing key performance indicators (KPls, contracts and all other such documents and in processes). Coordinates with legal institutions and agencies to design and execute efficient PPP projects. Perform any other related task assigned by the Education & Literacy Department, Government of Sindh. 3. Sealed Expression of Interest must be delivered to the office of Section Officer (Admin), Education & Literacy Department, 1st Floor, Tughlaq House, Sindh Secretariat No. 02, Kamal Atta Turk Road, Karachi on or before 14-02- 2014 at 3.00 p.m. S. Expression of Interest will be opened by the committee of the Department in the presence of representatives on 14- 2-2014 at 3.30 p.m. at the Committee Room of Education & Literacy Department, 1st Floor, Tughlaq House, Sindh Secretariat No. 02, Karnal Atta Turk Road, Karachi. 6. Firmis will be selected on following criteria: i. Registered law firm in Pakistan, at least since 10 years. ii. Minimum 5 Barrister-At-Law on the staff having experience of more than 05 years. 7. Desirables - Experience of working as legal advisor in areas like: a. Public Private Partnership. b. Legislative Drafting. c. Corporate world and d. Securitization. H.
