INVITATION FOR BIDS

1. Pakistan Water and Power Development Authority, WAPDA (the 'Employer') has received funds from the Government of Pakistanis Pak Rupees towards the cost of Construction of Diamer Basha Dam Project and it is intended that part of the proceeds from the funds will be applied to eligible payments for Infrastructure Development of Composite Model Village-II Near Chilas at Harpan Das District Diamer, Gilgit-Baltistan, under the Contract CMV-II-04, "Supply, Construction, Testing & Commissioning of H/T & ur Lines, Sub-Station & Metering Equipment for External Electrification". Bidding is open to all eligible Bidders. 2. a) The Employer invites sealed bids from Firms/Joint Ventures as per Single Stage-Two Envelopes (SSTE) Bidding Procedure. The bidder should have valid License/Evidence of license from Pakistan Engineering Council with at least "C-4" Category with a field of specialization as EE-04 & EE-05. In addition, the bidder should be "A" class WAPDA approved contractor. In case of a Joint Venture, each partner must fulfill the above licensing requirements relevant to the value of %age share in the Joint Venture. Lead firm share should be more than 50% in the Joint Venture and number of Partners should not exceed than three (3). b) Foreign firms(s) may participate in bidding by forming a Joint Venture with Pakistani firm(s) with a share not exceeding 70%. 3. Work generally includes, but is not limited to Supply, Construction, Testing & Commissioning of the following electrification facilities: a) Transmission Lines: b) Metering Equipment: c) Transformer Sub Stations: • H/T Lines (Length = 55 km ) • Three Phase (320 Nos.) • 50 KVA Sub-Stations (15 Nos.) • UT Lines (Length = 135 km) • Single Phase (1,350 Nos.) • 100 KVA Sub-Stations (41 Nos.) • 200 KVA Sub-Stations (06 Nos.) rt. Bidders may obtain further information, inspect and acquire the Bidding Documents from the Office of the Employer, at the address given below. S. A complete set of Bidding Documents may be purchased by an interested Bidder/Duly authorized person on submission of a written application, having valid License/Evidence of license to the following office and upon payment of a non-refundable fee of Rs. 5,000/- in the shape of Demand Draft/Pay Order to the Employer's name. If the bidder wants to obtain the Documents through courier service, an additional amount of Rs. 1,0001- would be payable. The documents thus sent by courier service would be at risk and at the cost of the bidder. B. All bids (technical) must be accompanied by a Bid Security of 04 (four) million or an equivalent amount in a freely convertible currency in the form of Deposit on Call or a Bank Guarantee issued by a Scheduled Bank in Pakistan or from a foreign Bank duly counter guaranteed by a Scheduled Bank in favour of the Employer, Chief Executive Officer, Diamer Basha Dam Organization, WAPDA, Lahore. This is valid for a period of 28 days beyond the Bid Validity date. The Bids must be delivered at WAPDA Auditorium, WAPDA House, Lahore at or before 1100 hours on March 04, 2014. Bids vvill be opened at 1130 hours on the same day, in the presence of bidder's representatives who choose to attend the WAPDA Auditorium, WAPDA House, Lahore. 7. WAPDA reserves all rights to accept or reject any or all the bids as per PPRA rule 33(1).
