Vocational Training under Waseela-e-Rozgar
Benazir Income Support Programme (BISP) is an autonomous organization+ established under BISP Act 2010 (No. XVIII of 2010) to provide financial assistance and take other social protection and safety net measures to economically unprivileged segment of the society. BISP is functioning as the sole Social Safety Net Organization at national level. The objective of this nation-wide programme is to provide Income Support to the poorest families to cushion the negative effects of price hikes and inflation. BISP has identified its beneficiaries through a comprehensive poverty survey throughout the country and provides cash transfer of Rs.1200/- per month to eligible families. BISP has embarked upon developing exit! graduation interventions aimed at improving the condition of the poor to help alleviate inter-generational poverty. One such intervention is Waseela-e-Rozgar (Vocational Training Programme) under which training is imparted to BlSP beneficiaries, both male and female, through training institutes to enable them to earn their livelihood and to take them out of poverty cycle. Through this initiative female beneficiary or her nominee is acquiring a skill through demand-driven trade to become economically independent. BISP hereby invites "Expressions of Interest" on prescribed "Proforma" from eligible Public as well as Private Sector Institutes for provision of vocational training to its beneficiaries throughout the country comprising five Clusters i.e. A: Punjab, B: Sindh, C: Khyber Pakhtunkhwa & FATA, D: Balochistan, E: ICT, AJK & Gilgit-Baltistan. An ED Proforma and tentative list of Trades are uploaded on PPRA (www.ppra.com.pk) & BISP (wwW.bisp.gov.pk) websites. The prospective Training Institutes are required to express their interest in respective regions / clusters of their presence. Interested Institutes duly registered with Tax Authorities (copy of NTN) may apply on prescribed -E0I Proforma", fulfilling following eligibility criteria with documentary evidence; • Minimum five (05) years experience in imparting vocational training in at least five (05) BISP's identified trades; Names of the trades offered by the institute and list of graduates passed out during last five (05) years; Registration with relevant Federal and Provincial Authorities i.e. Trade Testing Board. Board of Technical Education etc.;Techical resource with qualification & experience; Curriculum for applied trades approved by Trade Testing Board! Board of Technical Education (Provincial Testing Authority), list of books as per trade; Number of laboratories / workshops with available equipment / machines for the respective trades: Rules & regulations of the Institute. Any other information which maybe helpful to prove institutional capacity. Interested Institutes should provide authentic documentary evidence to prove their capacity &qualification. the selection of Institutes shall be made following "Quality & Cost Based Selection Method" pursuant to "Procurement of Consultancy Services Regulations 2010" of Public Procurement Regulatory Authority. Request for Proposals (RFP1 document shall be issued only to the shortlisted Institutes for respective regions. Expressions of interest must be delivered to the address below by or before 1300 hours (PST) on 6th January 2013.
