GOVERNMENT OF SINDH TRANSPORT & MASS TRANSIT DEPARTMENT PUBLIC NOTICE FOR OPERATORS OF COLLEGE/SCHOOL VEHICLES AND GENERAL PUBLIC WITH REGARD TO REGULATION AND CONTROL OF PRIVATE COLLEGE/SCHOOL VEHICLES
Keeping in view the directives of Honourable Supreme Court in Human Rights Case No. 20107/0-2013 and order dated: 12-09-2013 passed by Honourable High Court, Peshawar in bus Moto WP No. 2051-P/2013 and the orders passed by Honourable High Court of Sindh in C.P. No. D-1107/2011, 2394/2013, the Government of Sindh noticed that the Education Institutional vehicles/transportation are operating in unregulated manner. To control the loss of human being / students, a meeting was chaired by Secretary, Transport & Mass Transit Department on 23-01-2014. It was decided to chalk out standard specification and parameters to be fixed by Government for school vehicles in consultation with all stake holders. After detailed deliberations following parameters have been prepared for further deliberation. A. All the School vehicles should obtain route permit, fitness certificate and undergone the process of commercial vehicles. B. School vehicles shall adopt Color coding scheme to distinguish from rest of the traffic. C. In case of buses / Vans emergency exist should be ensured. D. One attendant must be available in the vehicle. E. Overloading and traveling on Roof Top & Foot Racks should be prohibited. F. In case of CNG vehicles, CNG certification should also be inserted on wind screen. G. Driver should possess valid driving license. H. Smoking should be prohibited in School vehicles. Fire extinguisher should be installed inside the vehicles. J. In case of CNG vehicle CNG notified rules should be compiled (Copy of notification is attached). K. The College / School Administration shall be responsible for transport affairs relating to their institution. L. Usage of LPG as a fuel will be prohibited. M. Similarly usage of Oxygen cylinders is prohibited. N. Sliding doors must be in order. 0. No petrol can should be kept in the vehicle. P. School vehicles should be examined six monthly / periodically by the MVE. Q. No alternation of any sort i.e. conversion, seating capacity etc. should be permitted. R. A complaint Box should be maintained in each vehicle under Motor Vehicle Rules. S. Filling of fuel tanks in the passengeris area of the vehicles should not be permitted. T. The Secretary RTAs and Assistant Commissioners should ensure that vehicles without fitness certificate, route permits and Driving License do not run to cater school children students. U. The Police Authorities should implement the provisions of Motor Vehicle Ordinance & Rules. V. The Excise & Taxation Department should not allow renewals without verification of Fitness documents / permits. W. The school management should also collected valid permit, license, and before permitting the vehicle to cater children / students. X. The Private School Association should ensure fitness of vehicles and imparting training course to the crews and students to face the emergency situation. Violation of these arrangements will be responsibility of school management! association. Y. The filling points of all fuel tanks, cylinders shall be outside the body of the vehicle and no combustional material shall be put inside the vehicle. Z. Any Omission should be the above arrangements should be dealt under the PPC. AA. 3rd Party Insurance be undertaken. BB. Awareness information campaign shall be initiated by Education Department. CC. All PSVs including buses, van, taxis, rickshaws etc. operating in violation of the provisions of MVO/Rules without route permit, fitness certificates shall be kept off the road forthwith. All the stake holders are required to follow the instructions and ensure that the school vehicles operating under the provisions of sub-section 35 of Section 2 of the Motor Vehicle Ordinance 1965 are not violating the above provisions of Rules! Policy.
