Request for Proposals (RFP) for Third Party Monitoring & Validation Consultancy Services to International Contracts for Solid Waste Collection, Transportation, Mechanical Sweeping & Manual Sweeping, and Mechanical Washing within Borders of Zone-I &II of City Lahore
M/s. Lahore Waste Management Company (LWMC) has been established under section 42 of the Companies Ordinance 1984 owned by the City District Government Lahore (CDGL) to provide sustainable, efficient and improved integrated Solid Waste Management Services in the city of Lahore. M/s. LWMC has outsourced two international contracts for the Solid Waste Collection (approximately 5000Ton/day) & Waste Transportation, Mechanical Sweeping & Manual sweeping and Mechanical Washing within Boarders of Zone-I & II of city Lahore. M/s LWMC invites eligible engineering firms, charted accountants and general management consultancy firms for Request for Proposals (RFP) for Third Party Monitoring and Validation Services for International Contracts with following information /documents along with the application:-i. Copy of Registration with Securities & Exchange Commission or Registrar of Firms. ii. Copy of Registration with Income Tax and Sales Tax Department. iii. List of permanent professional staff along with C.Vs of relevant core staff showing assignment wise experience. iv. List of similar assignments in hand or completed by the firm during last ten (10) years v. A certificate / affidavit that the firm is not blacklisted by any Govt/Autonomous Body. vi. Audited statements of accounts for the last three (3) years. Firm will be selected by following "Single Stage- Two Envelops" procedure in accordance with the Punjab Procurement Rules 2014. Initially contract will be for one year extendable with mutual understanding. RFP document may be purchased on the payment of non-refundable cost of Rs.2,000/- on submission of a written application to the office given below one day prior to the opening date. Bids must be delivered to the address given below not later than March 15, 2014 before 1100  hours. Technical Proposals will be opened on the same day at 1130 hours in the presence of the representative of the firms who may wish to attend. Bid security (refundable) of 5% of the total Financial Proposal, in the shape of CDR/Pay Order/Bank Guarantee, must be furnished along with Financial Proposal. M/s. LWNIC will not be responsible for any cost or expense incurred by the bidders in connection with preparation or submission of bids. In case of official holiday on the day of submission, next day will be treated as closing date. Bid notice has also been posted on PPRA website (www.ppra.puniab.gov.ok) and LWMC website (www.lwmc.com.pk).
