Invitation for Prequalification Applications for Financing, Construction & Operation of Bulk Multi-Grain Storage and Handling Facility in Punjab on a Build-Operate-Own Basis
The Punjab Food Department (the "PFD"), acting on behalf of the Government of Punjab, hereby invites prequalification applications from prospective bidders in respect of a project for the construction and operation of bulk multi-grain storage and handling facilities in the province of Punjab on a Build-Operate-Own Basis (the "Project").
The Project is an important part of Government of Punjab's strategy to improve the province's agri-storage and handling infrastructure by introducing private sector investment in modern facilities aimed at reducing wastage, improving the quality of stored grain and enhancing Punjab's Food Security. The Project will be awarded through a transparent and competitive tender process in application of the Punjab Public-Private Partnership for Infrastructure Act, 2010 (or as up-dated) and of the relevant provisions of the Punjab Procurement Rules, 2014. The PFD has engaged International Finance Corporation (IFC), a member of the World Bank Group, to act as Transaction Advisor for the Project. Prospective bidders are invited to read the detailed Prequalification Document containing, in particular, instructions to prospective bidders, qualification criteria and indicative transaction timetable. This Prequalification Document can be obtained either (i) by contacting, in person or by email, any of the persons in the PFD or IFC listed below, or (ii) by downloading the Prequalification Document from www.punjab.gov.pk/food and ppra.punjab.gov.pk.
Deadline for submission of the prequalification applications is 1400 hours Pakistan Standard Time on 27th March 2014, to the PFD at the address indicated below. Late applications shall be rejected.
The PFD / IFC shall not be responsible for any costs / expenses incurred by prospective bidders for preparing or delivering their prequalification applications. Prequalified bidders shall be invited to participate in the bidding stage of the competitive tender process.
Any request for additional information and / or questions concerning the Prequalification Document may be submitted by email to the PFD with a copy to IFC at the addresses given below.
