INVITATION FOR EXPRESSIONS OF INTEREST
SCIP 01: INDEPENDENT VERIFIER SUPPORT FOR P & D DEPARTMENT
In 2009, Government of Sindh with assistance from the Asian Development Bank, embarked on Sindh Cities Improvement Program (SCIP), a 10-year $400 million multitranche program to improve and support basic urban infrastructure and municipal services of Sindh's secondary towns through (i) establishing of local government-owned, professionally managed urban services corporations (USCs); (ii) urban sector reforms and capacity development; and (iii) priority investment in water supply, wastewater and solid waste management infrastructure. In order to create transparency and accountability in disbursements of operational and transition support funds to North Sindh Urban Services Corporation (NSUSC), a utility company, established by six participating cities, the Program Support Unit (PSU), SCIP, Planning & Development Department. Government of Sindh seeks the services of qualified firms. Broad terms of reference (ToRs) include; I. Review NSUSC business and operating plans and approve annual funding request that it prepares; ii. Verify the monthly invoices for operating support funding submitted by NSUSC, in terms of amounts requested and conformity with NSUSC's annual operating plan; iii. Verify NSUSC financial and operational performance against targets set out in business and operating plans, and the reasons for deviations from these targets.
Interested firms are requested to submit their Expression of Interest (E01s) on the ADB's standard format that can, along with detailed ToRs, be downloaded from our website http://vvww.scip.gos.pk/eoi.php. The E01 submissions are expected to include (a) eligibility: (b) management competence; (c) geographic competence; (d) project sheets. and (f) any additional information that may further assist the firm in submitting their bid. The services of the firm will be procured using QCBS method in accordance with ADB guidelines (For further guidelines kindly visit www.adb.org). The criterion for selection of firms included: (a) management competence, 20%, (b) technical competence, 60%: (c) geographic competency, 20%. The E01 forms, complete in all respects, are to be submitted at the following address not later than 15 days after publishing of this advertisement. Please note that PSU, SCIP reserves right to withdraw from this process at any stage and will bear no liability for any expenses incurred by firms in connection therewith.
