TENDER FOR FINANCING PLUS ENGINEERING, PROCUREMENT & CONSTRUCTION (F+EPC) SERVICES FOR TURNKEY CONSTRUCTION OF ORANGE LINE METRO TRAIN PROJECT IN LAHORE
1. The Punjab Metrobus Authority (PMA) is a statutory body established by Government of the Punjab for the purposes of planning, construction, operation and maintenance of mass transit systems in the major cities of the Punjab, Pakistan; for providing safe, efficient and comfortable urban transportation system. 2. PMA invites sealed bids from suitably qualified EPC contractors for Financing plus Engineering, Procurement, & Construction of approximately 27 km long section of Orange Line Metro Train Project in Lahore from Ali Town to Dena Gujran via Multan Road, McLeod Road and GT Road. Refer to the RFP document for detailed eligibility criteria and scope of work. 3. Reputed National/International Engineering EPC contractors having expertise and experience in turnkey construction and commissioning of mass transit systems are invited to submit their Bids. Contractors may form Joint Venture (JV) with other local or international firms. 4. Potential bidders must visit the websites of the Punjab Metrobus Authority (PMA) (www.pma.punjab.gov.pk) or the Punjab Procurement Regulatory Authority (PPRA) (www.ppra.punjab.gov.pk) to download the RFP Document and simultaneously obtain a disc (CD / DVD) from the Office of the Punjab Metrobus Authority (address given below) during office hours (i.e. 9 a.m. to 5:30 p.m. PST), which contains critical information including annexure/attachments to the RFP (detailed technical specifications/standards/drawings, feasibility study, addendum to feasibility study etc.). The disc (CD / DVD) forms an integral part of the RFP and it would not be possible for bidders to prepare bids without carefully reviewing its contents. 5. A pre-bid conference shall take place on February 18, 2014 at 1500 PST at PMA office (address given below) 6. Procurement will be carried out as per Punjab Procurement Regulatory Authority Rules. Competitive bidding will be conducted in accordance with the single stage: two envelope bidding process. 7. Bids must reach the office of the PMA (address given below) on or before 1500 hours PST on April 10, 2014. Bids received by the PMA after the deadline for submission of Bids shall be returned unopened to the Bidder. In addition, bids submitted through telegraph, telex, fax or e-mail shall not be considered. 8. Bids shall be opened publicly at PMA office on April 10, 2014 1530 PST in the presence of the bidders or their representatives who may choose to attend. 9. Financial Bids will be opened following technical proposals evaluation at PMA office on a date and time which will be conveyed in advance to technically qualified bidders. 10. PMA reserves the right to reject all bids at any time prior to the acceptance of a bid. 11.
