PRE-QUALIFICATION NOTICE
Application for Pre-Qualification of Contractors/Firms are invited from the technically and financially strong contractors/firms who have enlisted/renewed with HUD&PHE Department for the year 2013-14 having excellent experience in the relevant category/field to undertake the Comprehensive Sewerage, Drainage, PCC, Scheme Zafarwal District Narowal amounting to Rs.155,000 Million under supplementary grant
Each firm/contractor is required to submit the application along with the following information /documents for Pre-Qualification for the year 2013-14 upto 23-01-2014 at 3.00 P.M. in the office of Executive Engineer, Public Health Engg: Division, Circular Road, Rizvia Colony, Narowal,
1. Name of firm/contractor, partnership deed/articles of association in case of company/limited firm. Complete address and telephone No. of persons with power of attorney in favour of person authorized by the firm/contractor.
2. Attested copies of enlistment/renewal for the year 2013-14 with HUD&PHED in category "A" and registration of Pakistan Engineer Council in specialized category CE-09 (Water Supply & Sewerage Drainage Project) for the prevailing year.
3. i. Year of Establishment of firm/company with proof. Name of particulars specialist firm to be associated. ii. No. of similar nature works (especially under water sewer works etc.) cost of each work (equal or greater amount) scope of work with verification from the concerned Executive Engineer. iii. Name of similar projects already completed during last three years or presently in hand alongwith there magnitude and period of completion, with a certificate regarding quality of work from the client department.
4. Proof of financial standing duly supported with documentary proof/bank certificate (balance sheet duly certified by the concerned bank office be provided)
5. Proof of registration with the Income Tax Department alongwith a certificate of payment of taxes for last three years.
6. Particular of specified construction equipments available with the firm/contractors with verified ownership documents. Specially mentioned equipment with the applicant intends to deploy for the works. Application should also include yearly increased in T&P in the last three years.
7. I. Permanent business management, financial management and technical staff. ii. List of graduate Engineers, surveyors and Draftsman on the roll of firm (with proof) alongwith their experience and standing with the company/firm and appointment letter. Proof of payment of salary of technical/clerical staff including proof of execution and relevant lab. testing equipments.
8. i. The applicant must establish its financial soundness and a certificate from Chartered Accounts Firm is needed. Copy of up to date balance sheet should also be part of application. fi. Bank certificate and bank statement clearly indicated financial strength of the firm/contractors since last three years. iii. Bank documents to establish financial bid capacity.
9. Details/lists of any Arbitration /Litigation or similar proceeding against any Government or Semi Government Department showing extent and result.
10. List of equipment with its No./Make/Model/Condition and location alongwith proof of its ownership.
11. Undertaking on judicial paper that the firm was never black listed by any of the Government or Semi Government organization.
12. Each page of documents provided duly numbered, signed and attested by the applicant.
13. All the documents should be attested by the 1st Class Officer. RULES AND REGULATION 1. Competent authority /Pre-qualification committee reserve the right to reject any application without assigning any reason. 2. My concealment about the information / details mentioned above will resuft in disqualification of the firm 3. In case of incomplete information, pre-qualification / application will be rejected and will not be considered for pre-qualification. 4. No court proceeding against the prequalification committee will be allowed. The decision of the committee will be final. 5. Applicant, firms/contractors are required to give undertaking that they have carefully studied the prequaffication notice and it will abide by the rules and regulation. Note:- A CDR for Rs.10000/- in shape of Deposit at Cal (non-refundable) as processing fee in the name of Executive Engineer, PHE Division Narowal must be attached.
