GOVERNMENT OF THE PUNJAB HEALTH DEPARTMENT PUBLIC AWARENESS NOTICE ADOPTION OF BIO-EQUIVALENCE STUDY REPORT BY GOVERNMENT OF THE PUNJAB, HEALTH DEPARTMENT, AS A COMPULSORY PARAMETER/ELIGIBILITY CRITERION IN ITS BID EVALUATION CRITERIA FOR THE PROCUREMENT OF DRUGS/MEDICINES ETC. FOR THE FINANCIAL YEAR 2014-2015 & ONWARDS.
This is to inform the General Pubic at Large, especially the manufacturers/suppliers/ contractors of drugs/medicines etc., that Government of the Purilat, Health Department, has decided to include the requirement of Bio-Equivalence Study Report as a Compulsory Parameter/Eligibility Clause in iIs Bid Evaluation Criteria for the procurement of Drugs/Medicines etc from the Financial Year 2014-2015 & onwards. This requirement will ensure that no drug/medicine is procured by Health Depar.ent which does not have BiaEquivalence Study report. The detail of the Compulsory Parameter/Eligibility Clause is as below; Parameter Documents required .Bio-Equivalence Study Report of the drug/medicine etc to be quoted to Health Department.' Report of Labs notified by DRAP"/WHO Audited Labs shall be acceptable. This parameter shall be applicable from the next Financial Year i.e., 2014-15. "Bio-Equivalence Study Report of medicines can only be conducted from WHO audited and foliowing DRAP notified indigenous Lab, i. HEJ Research Institute, Karachi University, Karachi. 0. University of Veterinary & Animal Sciences, Lahore. iii. Dow University of Medical & Health Sciences, Karachi. iv. Faculty of Pharmacy, Islamia University, Bahawalpur. Report from any other lab to be notified by DRAP for the said purpose in future will also be considered. Therefore, all the prospective bidders/manufacturers/contractors/suppliers of drugs medicines etc are advised to arrange Bio-Equivalen. Study Report of drug/medicine etc they intend to quote in the tenders of the Health Department & the Procuring Agencies under its Administrative Control from the above prescribed lab for the said purpose before 01.07.2014. In Financial Year 2014-15 & onwards, only those bids shall be considered those are having satisfactory Bio-Equivalence Study Report The bid of the drug/medicine etc not having the said report from prescribed lab shall be rejected. I being a medicine supplier has the opinion that:,.........
This is not possible to provide bio equivalence study report of each item with quotation of tender, because,
1) it is much expensive, the normal exp of one product is around 35 lacks rupees.
2)
2) secondly, local/Pakistani pharmaceutical companies have not much budget to arrange it. only figure tips multinational companies have bio equivalence study report. but they are manufacturing limited products. if this criteria applies, The Govt. Institute is unable to procure/purchase required medicines.
3) Multinational companies will quote the rate of their product at much higher and higher rate which will ultimately will be lost of Nation's wealth.
So we request to Punjab Govt. Kindly to take off/waive off this restriction of Bio equivalence study report on medicines purchase for the sake of patients and healthy competition as well.
