EXPRESSION OF INTEREST
1 The Punjab Workers Welfare Board has sprawling Educational System having 50 Workers Welfare Schools throughout the Punjab for imparting free of cost education to 40000 children of eligible workers. The Punjab Workers Welfare Board also provides free syllabus books to the students of its English Medium Schools which include the books of Punjab Text Books Board and some private publishers of repute.
2. In order to procure Syllabus Books for the students of Workers Welfare Schools in Punjab. Directorate of Education Punjab Workers Welfare Board, Lahore invites sealed expression of interest under Rule, 36(8) 'Single stage two envelop bidding procedure' of PPRA (Technical and Financial) from eligible publishers / firms for the supply of Syllabus Books for the students of Workers Welfare Schools in Punjab pertaining to class Nursery to Higher Secondary level. The publishers fulfilling following conditions (Documentary evidence to be attached) wiN be eligible for submission of Expression of interest
I. Should be Sale Tax, Income Tax registered under FBR Govt. of Pakistan. II. Should be approved in 'A category by Government Printing Press. III. Should be holding 'Declaration of Keeper of Printing press under press. Newspaper, News Agencies & Book Registration ordinance, 2002. IV. Should be having trade mark registered products- books from Government of Pakistan Intellectual Properly Organization (IP0), V. Should be Publishing and distributing ISBN Numbered books under Government of Pakistan, Department of Libraries.
3. Expression of interest (technical and financial) along with samples of the ISBN numbered publications (Books) of the publishers I firms for class Nursery to Higher Secondary level (Specifications of publications/books detailed in bid documents) must be submitted to the office of the undersigned on or before 10:00 hours on 08.011014 out of them technical expression of interest will be publicly opened by the Purchase Committee in the Committee Room of Punjab Workers Welfare Board, F-NI Khyber Block, Aflame lqbal Town, Lahore Pakistan, at 11.00 a.m., on same day i.e. 08.01.2014 in the presence of the representatives of the publishers! firms.
4. All financial expression of interest must be accompanied by a call deposit (CDR) of five percent (5%) of total bid amount which will be sealed in presence of the representatives of the publishers! firms which will be opened subject to the qualification on the basis of technical bid and approval of their samples by the syllabus review committee (technical Committee). 5 Financial expression of interest of those publishers / firms will be opened who technically qualify on the basis of Technical Bid & whose sample books will be approved by the Syllabus Review Committee (Technical Committee) of Punjab Workers Welfare Board. 6 All firms/ publishers have to supply 50 sets of their publication for review by schools to the Directorate of Education, Punjab Workers Welfare Board Lahore for which the Directorate will not be responsible for any costs or expenses incurred by the publishers! firms in connection with the preparation of sample books or delivery of expression of interest.
7 The procurement of syllabus books will be carried out in accordance with PPRA Rules 2009 (Amended).
8. Expression of Interest will also be available on PPRA Website wvotppra.punjab.Gov.Pk.
9. As authority competent to accept the expression of interest, the Chairman, PUNJAB WORKERS WELFARE BOARD reserves the right to accept or reject any one or all the expression of interest without assigning any reason thereof. 10. The approved publishers I firms will have to supply syllabus books within 30-days of issuance of supply! purchase order.
11. Failure to supply of syllabus books within the stipulated time period will invoke penalty as specified in penalty as may be decided in the purchase! supply order, in addition to that, 05% Call Deposit (CDR) amount will be forfeited and the publishers I firms will not be allowed to participate in future.
12. Supply of Syllabus books of said expression of interest will be carried out in Workers Welfare Schools in Punjab.
