.REPEAT EXPRESSION OF INTEREST
The World Food Programme (WFP) is the world's largest humanitarian organization and the United Nation's front-line agency fighting global hunger. WFP has been providing assistance to food insecure communities across Pakistan since 1968
WFP is inviting applications from the registered services provider for repacking of Wheat Soya Blend (WSB) in Karachi. Repackaging of Wheat Soya Blend (WSB powder form) into 2.5 kg small bags (PET 12 + PE 80), sealing, date stamping, consolidating 16 small bags in 1 x 40 kg Polypropylene bag and stitching, all done under very hygienic conditions by ISO 22000 certified food manufactures. The preferred machinery would be Auger-Filler Pouch Machine, however, the service provide may share the details of the machinery available at their premises for such services. World Food Programme, Pakistan (WFP) will be responsible for the following: a) Supply approximately 600-700 MT per month of imported WSB in 25 kg multi-layered paper bags b) Donor marked 2.5 kg (PET 12 + PE 80) and 40 kg PP bags c) Uplift finished product in batches of 100 MT per day d) Pay loading and unloading charges e) Conduct visits to oversee the process and advise steps for improvement, if needed Service providers will be responsible for the following: a) Receive and store WSB in 25 kg mum-layered paper bags b) Packaging on automallc/semi-automatic filling machine followed by nitrogen flushing c) Must have storage capacity of at least 200 — 300 MT stacked on pallets d) Must be stored in dry, ventilated and hygienic condition e) Must be able to repackage a minimum of 50 MT WSB per day f) The facility I storage area should be free of any kind of infestation g) WFP or its designate staff/company should have 24-hour access to the facility h) Supplier to be fully responsible and accountable for WFP commodity (WSB) and the packing material provided (PE, PP & Paper bags) i) Supplier to return any surplus or unused PE/PP or multi-layered paper bags to WFP j) The facility should be accessible 24 hrs to commercial transport for smooth shifting of WSB to and from the facility k) Preferably, the supplier/facility should be able to store 700-1000 Mt VVSB in covered shed and in good hygienic condition Food safety and risk assessment at re-packing premises For compliance with Codex standards the service provider must be able to demonstrate by principle and practice the adoption, implementation and recording of: a) Good Manufacturing Practice b) Hazard Analysis Critical Control Point program In this context, an appointed WFP Inspector/Quality Surveyor is entitled to visit the factory without prior notice during any period when WFP product is being re-packaged to check that the GMP and HACCP systems are in place The Inspector/Quality Surveyor may request to see: a) Records (i.e. names of people in charge of the process and quality control, temperatures of the process, packing times/quantity, cleaning schedules, etc.) b) Procedures (e.g. cleaning, personnel hygiene, HACCP, sampling and analysis) c) Instructions (e.g. process instructions, cleaning instructions) d) The quality manual for the process or factory Please visit http://foodqualityandsafety.wfp.orgistandard-operating-procedures and follow the link of (Re) bagging CSB http://documents.wfp.orgistellent/groupsipublic/documents/manual _guide_procedlwfp254685,pdf Expression of Interest may be submitted by 05 January 2014 together with company profile at the following address:
