The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of Power Distribution Enhancement Investment Program, Tranche-II and it intends to apply part of the proceeds of this loan to payments under the contract for Procurement of 31.5/40 MVA Power Transformers. 2. International Competitive Bidding (ICB) will be conducted in accordance with ADB's Single-Stage: One Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB. 3. The bidder (individual firm/JV/Proposed ..1V) must have at least five (05) years Design/Manufacturing experience o similar goods/equipment with the same or higher rating and capacity and three (03) years successful continuous operational experience of such goods/equipment. In case of JV, at least any one partner should fulfill the said design manufacturing experience as perJV agreement between the parties (draft JV agreement to be included in the bid). 5. Interested eligible Bidders rnay obtain further information from Chief Engineer (Development) LESCO and inspect the Bidding Document at the address given below, from 8:00 a.m. to 03:45 p.m. (Monday to Friday). 6. The Bidding Document, in the English language, may be purchased by interested Bidders frorn 01 January, 2014 on the submission of a written application to the address given below and upon payment of a non-refundable fee of Rs. 2,000/. or US$ 20/, The method of payment will be a Bank Draft from any scheduled Bank of Pakistan or abroad in favour of LESCO. The document may be collected in person or may be sent by courier service for an additional fee of Rs. 1,000/. for domestic delivery or US$ 40/. for overseas delivery. The document may be sent by courier service. No liability will be accepted for loss or late delivery. 7. Bids must be delivered to the address given below at or before 10:30 a.m. on 13 February, 2014. All Bids must be accompanied by a Bid Security as specified in the bidding document. Late bids shall be rejected. Bids will be opened immediately after the deadline, at 11:00 a.m. on 13 February, 2014, in the presence of the Bidders' representatives who chose to attend at the address given below: 8. In the comparison of bids, ADB's Domestic preference scheme will be applied in accordance with the provisions stipulated in the Bidding document. 9. The Lahore Electric Supply Company will not be responsible for any costs or expenses incurred by the Bidders in connection with the preparation or delivery of Bids.
