TERTIARY EDUCATION SUPPORT PROGRAMME
REQUEST FOR EXPRESSION OF INTEREST FOR SELECTION OF "INDIVIDUAL CONSULTANT'
The Government of Islamic Republic of Pakistan, represented by the Higher Education Commission, Pakistan has received credit (Cr. No. IDA Financing 4886/4887- PAK) from the International Development Association towards the cost of the Tertiary Education Support Programme (TESP) and intends to apply part of the proceeds for consultant services. The Component — 2 of the Bank's credit supports the validation/evaluation of the outcomes achieved against each Disbursement Link Indicator (DLI). HEC at present is interested to carry out the external study through qualified and eligible Individual Consultant in order to evaluate/validate the respective outcomes of DLI 09 (i.e. assessment of HEls against Institutional Performance Evaluation Standards). The study details (objective, scope, time frame, eligibility criteria and other information) are available in the relevant Terms of References (TORs) at web-links; www.hec.gov.pk/IPES The Higher Education Commission, Pakistan invites individual consultants (minimum Masters Degree with atleast 10 years of post-qualification working experience preferably five years in HE Sector) to indicate their interest in providing the above-mentioned services. Interested candidates must provide information indicating that they are qualified to perform the indicated services (such as resume, description of similar tasks, experience, knowledge of National/International Higher Education systems/institutions, etc.). A consultant will be selected in accordance with the procedures set out in the Section V of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011).
