Khyber Pakhtunkhwa Police invites sealed tenders based on the NWFP Procurement of Goods, Works & Services Rules 2003 from eligible bidders / firms having previous experience as well as registered with Income Tax and Sales Tax Departments, for the purchase of following stores for financial year 2013-2014. Tenders should be addressed to the Addl: 1GP / Headquarters, Govt: of the Khyber Paklitunkhwa Police Department, Peshawar. Technical proposals will be opened at 1000 hours, on the dates as noted against each in the presence of Purchase Committee and intending bidders in the Conference ROOM, CPO Khyber Pakhtunkhwa Peshawar. The detailed specification of the items / equipment and Tender Documents can be obtained at a cost of Rs. 500/- (non-refundable) from office of the AIG of Police (Finance & Procurement) Khyber Pakhturikhwa GPO Peshawar on the submission of application on the firm's letterhead on any working day during office hours on the dates as noted against each. The offers shall only be accepted with original bidding documents. Photocopies will not be accepted.
TERMS & CONDITIONS: 1. Each bid shall comprise a single sealed package containing two separate envelopes as under: Technical Proposal (Details of specifications, make, country etc. on the firm's letter head pad along with catalogue, bidding documents, earnest money for respective item). Financial Proposal (Rate of respective item including all taxes / charges whatsoever as per following form on the firm's letter head pad). s# Description Unit Price (PIER) including all duties and taxes Total Cost 2. The envelopes should be marked in bold letters as "TECHNICAL PROPOSAL" and "FINANCIAL PROPOSAL" respectively with name of the item. 3. Technical proposals will be opened on above mentioned dates at 1000 his: while Financial Proposals shall remain (in sealed form) in the custody of the Police Department and would be opened after receipt of the technical report in the presence of bidders. 4. The bidders shall submit earnest money with their technical proposals in the shape of pay orders/bank drafts of any scheduled bank in favour of the Provincial Police Officer, Govt: of the Khyber Pakhtunkhwa, Police Department Peshawar. On non-acceptance of tenders, the earnest money will be refunded after finalization of the tender. 5. In case of acceptance of tenders, the bidders shall deposit a security @ 10% of the total value of stores in the form of Call Deposit in the name of the Provincial Police Officer, Govt: of the Khyber Pakhtunkhwa, Police Department Peshawar and sign the contract agreement with Police Department. Security shall be refunded as per terms and conditions of agreement. 6. The Items shall be received in Centralized Godown at Malik Muhammad Saad Shaheed Police Lines, Peshawar. No other destination shall be acceptable. Items shall be inspected physically and thereafter operationally tested at the cost of contractor. Items found not according to the standard specifications, will be rejected at the cost of contractor and may also result in forfeiture of security and black listing of the firm. 7. Rates quoted would be considered only if the same are in Pak-rupees inclusive of all taxes/duties/charges and packing/freight till delivery. Rates shall be valid up to 30.06.2014.
8. Supply shall be completed in 60 days from the date of supply order or as per contract agreement. 9. Quantities of the advertised items can be increased or decreased as per availability of funds. 10.Conditional tender/application will not be entertained 11. All taxes will be deducted as per existing government poi icy. 12. The competent authority reserves the right to accept or reject any or all tenders without assigning any reason.
