REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES)
PAKISTAN PUNJAB BARRAGES IMPROVEMENT PROJECT PHASE II (PBIP-II) IRRIGATION AND WATER SECTOR CONSULTING SERVICES IBRD Loan 7900-PK Project ID No. P096745 The Government of Punjab has received finanCing from the World Bank toward the cost of the Punjab Barrages Improvement Project Phase II (PBIP-II), and intends to apply part of the proceeds for consultant services.
The services are described, as follows: Pothohar plateau is situated in northem Punjab. Pothwar Plateau is a tract between rivers Indus and Jhelum covering an area of 5.43 million acres. The terrain is undulating. Some of the run-off produ.d rainfall is stored by constructing mini to medium tanks/ ponds / reservoirs. These reservoirs support rain fed agriculture in the plateau. Over the last few years there has been deterioration of the existing infrastructure of irrigated agriculture. A rehabilitation program needs to be developed to ensure the safety, integrity and continued serviceability of existing small dams, minor dams and ponds, together with a timeline for implementation. There is need to construct new mini to medium tanks, ponds and reservoirs by mini dams and small dams to trap additional runoff generated by rainfall. For some of the identified sites the feasibility reports have been prepared by Small Darn Organization of ID. The existing irrigation systems either have no or inadequate command water facilities. There is need to revamp the existing facilities as well .nstruct new facilities. The Government of Punjab envisages preparation of a new irrigation and water management improvement project in the Punjab namely Pothohar Climate Smart Irrigated Agriculture Development Program (PCIDP). The main objective of the proposed consultancy services is to support Punjab Irrigation Department (PIG), the Agriculture Department (AD) and Agency for Barani Area Development (ABAD) in project preparation studies, preparation of feasibility reports, preparation of detailed designs, bidding documents including engineering, econornic, environment and social studies and .nstruction supervision of all works and activities needed to improve Pothohar region and project management. The general scope of the services required to be provided under the consultancy contract will include, but not limited to: (i) preparing inventory of existing facilities in various command areas of Pothohar region; (ii) determining the .ndition and current performance of small dams and appurtenant works; (iii) identifying works required to ensure the safety, integrity and continued servi.ability of small dams; (iv) preparing work plan of installation of High Efficiency Irrigation Systems (HEIS) in command areas and producing high value crops and their marketing; (v) undertaking necessary feasibility studies, institutional analysis, environmental assessment, resettlement considerations and preliminary design necessary to establish the economic viability of investment in an integrated irrigation infrastructure and water resource management; (vi) up-dating the feasibility reports prepared by Small Dam Organi.tion arxl preparation of feasibility reports of selected dam sites out of identified new sites along with took irrigation systems and command areas development need be prepared; (vii) preparing and documenting both environmental and resettlement issues (viii) preparing detailed designs, construction drawing, bills of quantities, technical specifi.tions and bidding documents for all aspects of each bid package; providing assistanoo in bidding pro.ot such; prequalification exercises, evaluation of bids etc. to implementing agencies; (ix) performing construction supervision of works of the project as "the Engineer"; and (x) carrying out the financial management. For providing the above services, the skills in dam and irrigation engineering, water management, environmental and social sciences, economic evaluation, procurement construction supervision and financial management would be needed. Total duration of consulting services will be 84 months. The PM0, Punjab Barrages Improvement Project Phase II (PB1P-II) now invites eligible consultants to indi.te their interest in providing the services. Interested consultants must provide information indicating that they are qualified to pot-foot the services (certificate of registration, audited accounts for last three (3) years, national tax number, brochures, description of completed and ongoing similar assignments, experienoo in similar conditions, availability of appropriate skills among staff, undertalcing that firm has not been blacklisted or debarred by any international/Government/Semi Government organization etc.). Consultants may .sociate to enhanto their qualifications. A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers. January 2011.
