NOTICE INVITING BIDS FOR UNINTERRUPTIBLE POWER SUPPLY (UPS) SYSTEM
Ministry of Science & Technology (MoST), Government of Pakistan, Islamabad invites sealed bids from reputed manufacturers and authorized dealer of European, USA & Japanese origin UPS System only, for Uninterruptible Power Supply (UPS) at its under construction office Building at Constitution Avenue, Islamabad. The Applicant's firm shall be eligible to handle the following work and shall have minimum experience of 10 years in this field and service facility in Pakistan along with qualified staff and availability of spare parts:
1. Bidders will be "Post-Qualified" on the basis of above required information provided with the bid. Bidders who fail to qualify in this respect shall not be considered. 2. The Firms may purchase the Bid and Post-Qualification Documents from the office of Project Manager, NESPAK, Islamabad upon payment of a non-refundable cost in the form of Pay order! Bank draft in favour of National Engineering Services Pakistan (NESPAK) from October 04, 2013 till October 10, 2013 during working hours. (Phone #051-9221910-13 and Fax # 051-9221914). 3. The Bidders should visit the project site to be acquainted with the existing conditions and also to get familiar with the quantum of work. A joint visit with MoST representative to the project site can be arranged on request. 4. Pre-bid meeting will be held on October 11, 2013 at 1000 Hrs in the office of MoST. 5. Single Stage _ Two Envelopes Procedure will be adopted. One envelope containing Technical information of bid shall be clearly marked "Technical Bid" The second envelope containing the Bid Price shall be clearly marked " Financial Bid." 6. Envelop of "Technical Bid" shall be accompanied by bid security in the form of original Bank Guarantee / Bank draft or Pay order from scheduled bank in Pakistan in favor of Ministry of Science & Technology, Islamabad. 7. Partial and incomplete Bids will not be considered. "Technical Bid" and "Financial Bid" (both envelopes) are to be submitted at the address mentioned below by October 22, 2013 at 1100 Hrs. The envelope containing Technical Proposal shall be opened on the same date at 1130 Hrs in the presence of those bidders who wish to be present. Bids received after the prescribed time and date shall be rejected. 8. The envelope of "Financial Bid" of the bidders who fail to Post-qualify shall be returned to them unopened. The decision of MoST in this connection shall be final and binding on the Bidders and shall not entertain any claim on the basis of cost incurred by the Bidders for preparation of Bid. 9. The envelopes of "Financial Bid" of only "Technically Qualified Firms" will be opened in the presence of their respective representatives at the date and time to be determined and communicated later.
10. The MoST reserves the right to reject any or all of the Bids without justifying reason(s) thereof.
