ELEMENTARY AND SECONDARY EDUCATION DEPARTMEN I GOVERNMEN1 OF K111 liFR PI IMIT I :WM. \ EXPRESSION OF INTEREST (Eol) THIRD PARTY CONTINOUS MONITORING PROVISION OF BASIC FACILITIES THROUGH PARENT TEACHER COUNCILS-ROUND 1 The Government of Khyber Pakhtunkhwa has received grant from Department for International Development (DAD), Government of UK. as budgetary support to foster education in KPK This budgetary support is aimed to directly contribute towards achieving the targets, set forth in Education Sector Program (ESP) The Government of Khyber Pa khtunkhwa through the Elementary and Secondary Education Department is applying part of this budgetary support for provision of four basic facilities (electrification. water, sanitation and boundary wall) at school level, in 10 selected districts (Mansehra. Battagram, Buner. Shangla, Kohat Peshawar. Charsadda , Swat. Swabi and Mardan). These facilities are been provided through the parent teachers councils as it is our endeavor to involve the local communities in the process of decision making and improvement of education delivery at the school level. Setting in social accountability through mobilization, Introducing formal role and working for overall development is part of the Education Sector Program In all 6108 schools are being catered In order to effectrvely and efficiently implement this sub-program and importantly in a transparent manner, an internal and external monitoring system is been commissioned A sub-committee for monitoring has been constituted for the purpose which will monitor the implementation, along with the DEOs For this purpose. the Government of Khyber Pa khtunkhwa wishes to commission a Third Party for continuous monitonng of sub-program implementation Expression of Interest is hereby solicited from eligible firms. with 10 years or more relevant experience, having strong background of conducting independent monitoring preferably on foreign funded programs and regional experience of working in different parts/districts of KP The scope of the independent monitoring includes verification of school lists in accordance with the approved criteria by the Provincial Steering Committee. process validation (financial and procurement), validation (physical venfication) of work completion, documentation validation and analysis of procurement practices Eligible firms may submit their Expression of Interest containing the following.
